Summary:  The Bureau of Human Resources (BHR) is requesting authorization for the Chief Procurement Officer to enter into and execute contracts with various consulting firms.

Under these contracts, the consulting firms will provide human resources consulting services upon request, based on the specific categories of services for which they have been awarded. Establishing a pre-selected pool of consulting firms ensures both scalability and flexibility. BHR’s needs vary considerably, ranging from routine advisory support to highly specialized services such as compensation studies, organizational design, and marketing and branding initiatives aimed at attracting qualified talent to the County. Maintaining a diverse pool allows BHR to align each engagement with the appropriate expertise without initiating a full procurement process for every request.

These contracts are awarded through the Request for Qualifications (RFQ) process in accordance with the Cook County Procurement Code.
