Summary/Notes:  The Department of Emergency Management and Regional Security (EMRS) seeks authorization to enter into the Illinois Emergency Management Mutual Aid System (IEMMAS) Intergovernmental Service Agreement, a statewide mutual aid network that enables participating local governments to request and provide emergency management assistance during disasters and other emergency situations. Through the agreement, Cook County would be able to request personnel, equipment, materials and other emergency management resources from participating jurisdictions when an incident exceeds the County’s available capabilities. Likewise, when resources and operational conditions permit, EMRS could provide assistance to other participating jurisdictions experiencing an emergency.

Participation in IEMMAS would provide Cook County with an additional mechanism to supplement its emergency response capabilities and strengthen regional coordination during significant incidents. The agreement does not require a membership fee or other direct cost to participate, and participation in the Illinois Emergency Services Management Association (IESMA) is not a prerequisite. Requests for assistance are coordinated through the system’s 24-hour dispatch center, with resources provided by participating jurisdictions based on availability and operational needs. The agreement allows for termination for any reason with 90 days written notice.
