Summary: The Justice Advisory Council (JAC) respectfully submits this request to renew twelve (12) professional services agreements with the listed organizations, in an amount totaling $1,200,000, to deliver the following services to South Suburban youth and adults:
Beds Plus Care, LaGrange, Illinois
BEDS Plus will provide medium-term tenant-based rental assistance on a progressive engagement model, coupled with tapered case management support for up to twelve months. Housing services include navigating the housing application process, locating an apartment, and six to nine months of rental assistance and continued supportive services.

Family Focus, Chicago, Illinois
Family Focus has three main priorities in Youth Development as the key to academically prepared, socially responsible, and emotionally stable young adults. These are STEM training, mental health workshops and mentoring, and creative writing opportunities.

Healthcare Alternative Systems, Chicago, Illinois
Healthcare Alternative Systems (HAS) will provide programs for substance use and mental health crisis through its Living Room in Broadview. There is no limit on the number of times an individual can visit The Living Room, but the program’s goals include developing a wellness plan and connecting visitors to a therapist for long-term support.

Moran Center for Youth, Evanston, Illinois
Young adults within Moran Center’s holistic criminal defense practice engage with a social worker to address emotional and mental health concerns, substance abuse, anger management, family problems, and to provide comprehensive case management. Depending on the situation, the social worker may remain involved for a brief period until a needed resource is secured, or in some cases for a year or more when a client experiences ongoing struggles and is in need of continuing support.

National Youth Advocate Program, Matteson, Illinois
The CANEI (Constant and Never Ending Improvement) South Suburban Program is a 6-month, strength-based treatment program that teaches individuals how to live in and respect the community they call home and to develop compassion and empathy for the people close to them and others. Through intensive, home-based services, group-based sessions and a multi-dimensional approach, Employment Training, Life Skills Training, and Service Learning Projects, CANEI participants transform themselves by cultivating a sense of self, purpose and responsibility.

Through Group-Based Education and Individual Counseling, Neighborhood Housing Services targets families, individuals, renters, seniors, veterans, homeowners, community business owners, youth and aspiring entrepreneurs, to achieve three key aims that directly address poverty and societal justice: encouraging financial self-sufficiency to create generational wealth; eliminating racial wealth gap barriers by creating homeownership; eliminating racial wealth gap barriers by maintaining homeownership.

The Pathway to Adventure Council, Boy Scouts of America (PATC) will offer Cub Scouts, Scouts BSA, and Exploring for youth up to age 26 in Suburban Cook County. A hallmark of the Scouting program, youth will learn and be able to demonstrate mastery of new skills.

Reflections Foundation/Polished Pebbles, Chicago, Illinois
Polished Pebbles provides group mentoring to all girls, but especially girls who experience truancy, exhibit problematic behavior, and have poor academic outcomes. PP is designed to facilitate the development of effective communication, conflict resolution, and soft skills to allow our girls to better avoid being victims or perpetrators of violence; improve behavior and truancy at school; communicate respectfully and peacefully with teachers, peers, and family; and succeed in school.

This initiative will take writing, music and other creative expression to expand and amplify the voices of our young people during these turbulent times. This program aims to allow young people to express themselves through creative platforms, so they will not express those issues through violence.

Safer Foundation participants will be connected to the following services: Pathway Placement, whether they are Job Ready, need Transitional Employment, or need Supportive Services; Career Services, where participants are scheduled in a 3-5 day Safer job Skills training class; Career Progression and Retention Services, where program staff provide support, counseling, and advice as well as access to supportive and transitional services as needed during and after job placement.

Vision of Restoration, Maywood, Illinois
Vision of Restoration Youth Services program was established to address youth violence and targeted needs of at-risk youth, reduce risk factors such as drug use, school drop-out, and exposure to violence, and increase protective factors such as educational enhancements, mentoring, and sports. They collaborate with partners to address violence through prevention and intervention strategies, after school enhancement program, mentoring, basketball leagues and summer camps, and youth leadership and development.
