Summary: The Office of the Chief Judge, Juvenile Probation and Court Services Department seeks authorization for the Chief Procurement Officer to extend and increase a contract with Northwestern University Feinberg School of Medicine for continued operating and management of the Juvenile Court Clinic. The Clinic provides forensic clinical and other clinical evaluation services to assist Circuit Court judges in legal decision-making and to assist court agencies in completing treatment plans for minors and their families involved in Juvenile Justice and Child Protection Division proceedings.
The Department initiated the procurement process within the appropriate timeframe and is actively working in coordination with the Office of the Chief Procurement Office (OCPO) to complete the competitive RFP process. However, due to the anticipated timeline required to complete the remaining procurement activities, including solicitation, evaluation, approvals and contract execution, the new agreement is not expected to be in place prior to the expiration of the current contract.
In consultation with Procurement, it was recommended that the Department pursue a one-year extension of the existing contract to allow sufficient time for completion of the RFP process and award of a new agreement. This extension will ensure continuity of critical services and prevent any interruption in service delivery while maintaining compliance with the County’s procurement requirements.
The requested one year extension is a temporary measure to bridge the transition between the current contract and the anticipated new agreement resulting from the ongoing competitive procurement process.
This contract was awarded through Request for Proposals (RFP) procedures in accordance with the Cook County Procurement Code. Northwestern University Feinberg School of Medicina was selected based on established evaluation criteria.
