Summary: The Bureau of Technology is requesting authorization to renew and increase contract 2003-18500 with WorkForce Software, LLC (WFS) an ADP Company. WFS has proprietary ownership of the current time and attendance software “Cook County Time” (CCT). All County employees utilize it to punch in/out, manage time-off requests, view benefit accruals, and many more essential processes required to deliver a timely and accurate payroll. The software provides time and attendance services for over 22,000 employees. Services include biometric time clocks at all County locations, web based and IVR punch in/out, integration with ERP (Payroll) system, along with work rules that support the County’s collective bargaining agreements. There is also a disaster recovery component that ensures in the event of an emergency the County has failover capabilities to ensure CCT’s continuity. CCT is a cloud-based solution that has streamlined the reporting function through an automated process reducing manual processing and improving accuracy. Cook County will benefit from reduced increases specifically for all CCT Services. CCT Software as a Service and IVR were secured for a 5-year term with an 8% increase versus 15%. Time Clock Support was secured for a 3-year term with a 5% increase versus 10%. Application Management Services (AMS) were secured at a 5% increase for a 3-year term. This amendment will continue services for the next five (5) years.
This is a Sole Source Procurement pursuant to Section 34-139 of the Cook County Procurement Code.
