PROPOSED RESOLUTION

 

A RENEWAL AND INCREASE TO THE SUBRECIPIENT AGREEMENT BETWEEN COOK COUNTY’S JUSTICE ADVISORY COUNCIL (JAC) AND HEARTLAND HUMAN CARE SERVICES FOR THE SUPPORTING EDUCATION AND EMPLOYMENT DEVELOPMENT (SEED) PROGRAM

 

WHEREAS, Supporting Education and Employment Development (SEED) Program, is a 13-month program that provides an alternative to traditional prosecution for emerging adults and the opportunity for dismissal of criminal charges following successful completion of the program’s requirements including individualized education and employment goals; and

 

WHEREAS, the SEED Program extends current diversion programming to young adults who engage in the sale of controlled substances as a primary source of income; and

 

WHEREAS, the County achieves its mission through strategic collaborations and partnerships with states, local governments, community organizations, and others; and

 

WHEREAS, SEED was co-designed by Cook County’s public safety agencies and born out of Cook County’s participation in the MacArthur Foundation Safety & Justice Challenge as a strategy for reducing racial and ethnic disparities in Cook County jail; and 

 

WHEREAS, following the MacArthur Foundation’s initial financial support, both County and ARPA dollars have been allocated to support the continuation of the SEED Program; and 

 

WHEREAS, on April 27, 2023 the Cook County Board of Commissioners passed Resolution #23-2306 authorizing Cook County, through its Justice Advisory Council (JAC), to provide up to $2,400,000-composed of up to $852,757.23 in ARPA funding and $1,547,242.77 in other Cook County funds provided by JAC-to carry out the purposes of the program and a formal evaluation of SEED from May 17, 2023 through April 30th 2025, succeeded by a no cost extension through April 30th 2026; and

 

WHEREAS, on October 24, 2024, the Cook County Board of Commissioners passed Resolution #24-3782 authorizing the JAC to increase the County funded portion by $63,802.22 and expand the scope of the agreement to include records relief legal services for individuals who successfully complete the SEED program; and

 

NOW THEREFORE, BE IT RESOLVED, that the Cook County Board of Commissioners hereby authorizes the award of additional Cook County funds provided by the JAC in the amount of up to $1,020,000, to support the first of two renewal options available within the grant subrecipient agreement to SEED service provider Heartland Human Care Services from May 1, 2026 through April 30, 2027.
