PROPOSED RESOLUTION

 

HONORING THE HISPANIC AMERICAN CONSTRUCTION INDUSTRY ASSOCIATION (HACIA) ON THEIR 45TH ANNIVERSARY

 

WHEREAS, founded in 1979, the Hispanic American Construction Industry Association (HACIA) is a 501(c)(6) organization dedicated to ensuring the equitable participation of its members in the construction industry; and

 

WHEREAS, HACIA’s vision is to foster a community of diverse construction leaders with equitable opportunities, creating generational wealth and transforming communities; and

 

WHEREAS, HACIAS’ commitment extends to Minority-and Woman-owned Business Enterprises across the Midwest, as we advocate for public policy changes, provide essential business tools, and offer training and education to help Hispanics thrive in the construction industry; and

 

WHEREAS, HACIA’s pillars consist of advocacy, networking and, building capacity; and

 

WHEREAS, in 2019, HACIA launched a comprehensive training initiative to provide construction industry professionals with the skills, certifications, and networks needed to advance their careers; and

 

WHEREAS, HACIA’s  programs have opened doors of opportunity for thousands of professionals and continue to expand educational offerings; and 

 

WHEREAS, HACIA’s Business Capacity programs serve small and mid-size business owners as well as established professionals within the Construction Industry seeking to scale their business, grow their network, and develop professionally; and

 

WHEREAS, HACIA’s workforce development programs prepare individuals new to the Construction Industry for gainful employment and support them in their efforts to build prosperous careers in the construction trades; and

 

WHEREAS, HACIA offers multiple programs such as general construction and electrical pre-apprenticeship, safety training, phius training, construction inspection technician, assistant project engineer, and many more; and

 

WHEREAS, HACIA is steadfast in advocating for equity and inclusion at the state and local levels. They are actively working with legislators and stakeholders to support initiatives like HB1224 and SB74, which focus on retention reform in state contracts; and

 

WHEREAS, these bills aim to remove barriers for small and diverse businesses by promoting transparency and equity in contract retention practices; and

 

WHEREAS, HACIA believes in the power of collaboration and often calls on subcontractors, general contractors, and suppliers to share their experiences and concerns. Through surveys and open dialogue, they aim to identify solutions that work for everyone and drive impactful change in partnership with local governments, agencies, and contractors; and

 

WHEREAS, HACIA has dedicated 45 years to advancing access and support systems for businesses and has continued to uplift issues.

NOW, THEREFORE, BE IT RESOLVED, that the Cook County Board of Commissioners does hereby recognize and honor the 45th Anniversary of the Hispanic American Construction Industry Association (HACIA); and

BE IT FURTHER RESOLVED that this text be spread upon the proceedings of this Honorable Body and that a suitable copy of this resolution is presented to the Hispanic American Construction Industry Association (HACIA) on their 45th Anniversary.
