PROPOSED RESOLUTION
CELEBRATING JOYCE LANE - FEBRUARY 2024
WHEREAS, February is Black History Month in Cook County, a time to celebrate the fullness of African American history and culture, and a time to reflect and show gratitude for the contributions of African Americans throughout the history of the United States; and
WHEREAS, the Cook County Board of Commissioners knows that it is just and appropriate to honor the contributions of our African American residents, particularly in the month of February; and
WHEREAS, Cook County Commissioner Frank J. Aguilar selects Joyce Lane to be the 16th District’s Distinguished Black Leader in 2024 because Ms. Lane exemplifies all the qualities that make her a pillar in her family and community; and
WHEREAS, Ms. Lane is a person worthy of recognition; and
WHEREAS, Joyce Lane was born and raised on the West Side of Chicago; and
WHEREAS, Ms. Lane attended Frazier Elementary School and later, received her GED in Continued Education at Harold Washington College; and
WHEREAS, Ms. Lane continued her education at National Louis University, Argosy University, Capella University, and Phoenix University; and
WHEREAS, Ms. Lane began working with children as a volunteer teacher’s aide for her son’s school in the early-1990s; and
WHEREAS, Ms. Lane realized her love for children and the critical need for parents to have a safe place for their children while they are at work; and
WHEREAS, Ms. Lane opened her first home day care in 2000, and opened her first daycare facility - Jump for Joy Daycare - in 2009; and
WHEREAS, Jump for Joy Daycare now has three locations with a fourth location in the planning stages; and
WHEREAS, Ms. Lane is launching a non-profit organization called Phenomenal Knowledge to assist youth and other residents of her community; and
WHEREAS, Ms. Lane has cared for over 1,000 children in her career; and
WHEREAS, Ms. Lane engaged local government to bring in more resources for youth throughout the Western Suburbs; and
WHEREAS, Ms. Lane has lived her life full of grace, humility, and a desire to help the youth of her community grow into happy and thriving adults; and
NOW, THEREFORE, BE IT RESOLVED, that the President and the Cook County Board of Commissioners, on behalf of the residents of Cook County, do hereby honor and celebrate Joyce Lane and her life’s work in February 2024.
