Summary: The county is currently implementing an Integrated Property Tax System (IPTS) with Tyler Technologies’ iasWorld appraisal and tax administration software solution. The IPTS scope involves extending project and program management services to support the implementation during the critical post-Go Live and hypercare period. The hypercare period runs for three months after the planned IPTS Go Live. It is additional support provided to help triage and organize issues and concerns that arise after the Go Live period.
Additionally, the contract scope includes artificial intelligence and implementation. The new scope will include consulting services for program and project management to support BOT’s Artificial Intelligence initiatives. These are similar services provided for the IPTS implementation; but simply focusing on Artificial Intelligence initiatives. Guidehouse supported Cook County in developing their AI Strategy and Roadmap, setting the foundation for the county to become an AI-ready organization. Building on this, the new AI scope of work includes detailed project management for AI pilots, technical advisory, governance building, and organizational change support to ensure successful AI implementation.
The Bureau of Technology has developed a generative Artificial Intelligence (AI) strategy and roadmap and generated a list of use cases in coordination with its business partners across OUP. The Bureau of Technology will advance its generative AI strategy through roadmap implementation and pilot projects, aiming to complete a subset of pilot projects prioritized from the 49 potential projects identified. The County will evaluate submitted AI use cases for potential implementation in 2025 and roll out a multi-pronged user education plan, supported by online learning, to train employees on AI tools.
This contract was awarded through a Comparable Government Procurement pursuant to Section 34-140 of the Procurement Code. Guidehouse, Inc was previously awarded a contract through a Request for Proposals (RFP) process through the National Cooperative Purchasing Alliance (NCPA), a national government purchasing cooperative in cooperation with the Region 14 Education Service Center, Abilene, Texas. Cook County wishes to leverage this procurement effort.
