PROPOSED RESOLUTION

RESOLUTION RECOGNIZING MSE INC. & MILLENNIUM SOLAR ELECTRIC TRAINING ACADEMY (MSETA) FOR THEIR LEADING ROLE IN THE SOUTHLAND’S SOLAR ENERGY AND SUSTAINABILITY INITIATIVES

WHEREAS, over the past decade, the adoption of solar energy has significantly contributed to reducing greenhouse gas emissions, improving air quality, and combating climate change across Illinois and the United States; and

WHEREAS, solar power has transitioned from a niche technology to a vital component of the clean energy economy, helping communities reduce reliance on fossil fuels, create local jobs, and foster sustainable development; and

WHEREAS, Millennium Solar Electric Inc. (MSE Inc.) and Millennium Solar Electric Training Academy (MSETA) have emerged as pioneering leaders in this movement within the South Suburban region of Illinois, embodying innovation, community engagement, and environmental stewardship; and

WHEREAS, under the visionary leadership of Christopher W. Williams, MSE Inc. and MSETA have not only followed the path of renewable energy adoption but are also breaking new ground by developing scalable community solar projects, advancing workforce training, and promoting equity in access to clean energy solutions; and

WHEREAS, these organizations have demonstrated a remarkable commitment to creating sustainable, community-driven solar energy solutions while building local workforce capacity in underserved and minority communities, including returning citizens, through high-quality training, apprenticeship programs, and strategic partnerships; and

WHEREAS, MSE Inc. and MSETA are currently leading the charge with innovative initiatives such as the Dolton Community Solar Project, which aims to supply clean energy to local government facilities, support energy savings goals, and serve as a training ground for local residents and small contractors, thus setting a new standard for community-led renewable energy development; and

WHEREAS, their work over the past decade has resulted in over 700 trained solar technicians, apprenticeship completion rates exceeding 85%, and a significant number of graduates securing meaningful employment in the solar and electrical industries, thereby strengthening the regional economy and promoting social equity; and

WHEREAS, the impact of solar energy on environmental quality over the last decade has been profound-reducing carbon emissions, improving air and water quality, and helping combat the effects of climate change-while organizations like MSE Inc. and MSETA continue to innovate and expand these benefits into new communities and markets; and

WHEREAS, these organizations are exemplifying how sustainable energy solutions can be integrated with workforce development and community empowerment to create a resilient, equitable, and environmentally responsible future for Illinois and beyond; and

WHEREAS, the South Suburban region, and Cook County at large, stand to benefit immensely from the continued leadership, innovation, and dedication of MSE Inc. and MSETA as they forge new pathways toward a cleaner, greener, and more inclusive energy landscape; now, therefore,

BE IT RESOLVED by the Cook County Board of Commissioners that we commend and honor Millennium Solar Electric Inc. and Millennium Solar Electric Training Academy for their exemplary efforts in promoting renewable energy, workforce inclusion, and community empowerment in the Southland region; and

BE IT FURTHER RESOLVED that we recognize their pioneering spirit in advancing solar technology and community-based projects, which are not only helping to mitigate environmental impacts but also creating economic opportunities and fostering social equity; and

BE IT FURTHER RESOLVED that we applaud their leadership in building a sustainable future by expanding access to clean energy, promoting innovative training, and inspiring other organizations and communities to follow their example in breaking new ground in renewable energy development

BE IT FURTHER RESOLVED that a suitable copy of this Resolution be spread upon the official proceedings of this Honorable Body and that an official copy of the same be presented to MSE INC. & Millenium Solar Electric Training Academy.

Presented by 5th District Cook County Commissioner Dr. Kisha E. McCaskill on this 12th day of June, 2025.
