Summary: The Department of Transportation and Highways respectfully requests approval of the proposed Local Public Agency Agreement Amendment for Federal & State Participation in Construction, with the State of Illinois. The County will be the lead agency for construction improvements along Touhy Avenue, Elmhurst Road and Old Higgins Road. FHWA will pay up to a maximum of $41,180,650.00, and IDOT will pay up to a maximum of $5,000,000.00 toward the project construction costs and, per the terms of the agreement, Cook County will be responsible for the remaining balance of construction costs, estimated at $40,986,716.00.
