Summary: This proposed amendment exercises the first year renewal option available in the Cook County contract with Heartland Care Services, Inc. to operate a shelter care facility for court-involved youth. The proposal also amends the contract to increase the number of guaranteed beds from 20 to 24 to provide the additional capacity for special detention populations. The daily cost per bed is $169.79. Shelter care is an integral component of the Circuit Court's Juvenile Detention Alternative Program, (JDAI).
Heartland will provide 24 hour, staff-secure shelter care and pre-trial residential programming for up to 24 court-involved boys and girls, ages 10 to 17. Boys are sent to the Manuel Saura Center and girls to the Neon House for Girls, located at 2732 North Kedzie Avenue in the Logan Square neighborhood of Chicago.
