Summary:  The purpose of this Delegation Agreement is to satisfactorily act on public concerns for human health and the environment and agree upon a mutually cooperative program for inspecting sites in the County, for sharing information obtained regarding solid waste management in the County, and for follow-up activity in situations where violations of environmental laws are detected. Under this program, DES has inspected thousands of waste sites, including transfer stations and open dumps, and thereby helped curtail illegal dumping and improve the quality of the environment in Cook County. Continuation of this partnership with the State will allow DES to further its regulatory mission to prevent pollution, protect the environment and promote sustainability and environmental justice, in accordance with the Cook County Environmental Control Ordinance and the Cook County Solid Waste Management Plan.
