Summary: The Department of Transportation and Highways respectfully requests approval of the proposed Intergovernmental Agreement between the County of Cook (“County”) and the Illinois State Department of Transportation (“State”). The State will be the lead agency for the preparation of plans and specifications, obtaining all necessary right-of-way, and the construction and construction engineering of improvements along the I-290 frontage road from 22nd Avenue to IL 171. As part of State’s construction project (contract no. 62X09, job no. C-91-292-24) the State’s project will include reconstruction and rehabilitation of roadway, walkway, curb and gutter for the County. The State’s project will also include construction and installation of 66-inch storm and 72-inch sewers along Harrison Street, jacking of 66-nch storm sewers at the intersection of Harrison Street and 1st Avenue, jacking of water main and combined sewer lines beneath I-290 from Harrison Street to Bataan Drive, construction of conflict chambers, relocation of water mains and combined sewers along Harrison Street, and installation of drainage structures and storm sewers for the Project. The County will reimburse the State for its share of work.
