PROPOSED RESOLUTION
CELEBRATING THE 70TH BIRTHDAY OF LIEUTENANT COLONEL JAMES WITHEY, UNITED STATES AIRFORCE RETIRED
WHEREAS, on February 15, 2015, Cook County native Lieutenant Colonel James Withey will celebrate his 70th birthday; and
WHEREAS, Colonel Withey learned his leadership skills while growing up in the south suburbs of Cook County; and
WHEREAS, Colonel Withey used his leadership skills as the quarterback of Thornton Fractional High School team; and
WHEREAS, Colonel Withey took those leadership skills to the University of Arizona where he met his wife Lyn; and
WHEREAS, the Withey's raised three children and are currently the grandparents of eight; and
WHEREAS, Colonel Withey served as an United States Air Force Officer for over 20 years with tours of duty in Vietnam and various stateside assignments including the Pentagon; and
WHEREAS, Colonel Withey developed many innovative traffic enforcement programs that were used in the District of Columbia in the 1960's to enhance traffic flow on 4th Street, S.E. and speed the crossing of moving trucks across the South Capitol Street Bridge; and
WHEREAS, Colonel Withey, after retiring from the Air Force became a communication executive whose talents and leadership have led to many innovative systems; and
WHEREAS, Colonel Withey has always acknowledged his Cook County roots and the early lessons on leadership that helped form him; and
NOW, THEREFORE, BE IT RESOLVED, that the Board of Commissioners of Cook County, on behalf of the 5.2 million residents of Cook County takes great pleasure in honoring and celebrating the 70th birthday of Lieutenant Colonel James Withey, USAF Ret. and herewith expresses its sincere gratitude for the invaluable contributions he has made to the citizens of Cook County, Illinois; and
