Summary: The Cook County User Agencies requests authorization for the Chief Procurement Officer
to execute a contract for a Countywide Credit/Debit Card Acceptance Processing Service with
LexisNexis VitalChek Network, Inc. This contract will allow the vendor to process all credit/debit card
transactions on behalf of Cook County User Agencies provided at a 2.08% transaction fee. Only the
Cook County Department of Revenue (CCDOR) is absorbing the fees, CCDOR anticipates an
increase in revenue collection, as taxpayers are more likely to pay funds owed to the County using
their credit/debit cards as a more convenient method of payment.
This contract is awarded through Request for Proposal (RFP) procedures in accordance with the Cook County Procurement Code. LexisNexis VitalCheck Network was selected based on established evaluation criteria.
