Summary:  The Department of Capital Planning and Policy, within the Bureau of Asset Management, respectfully requests approval of a direct payment to Bulley & Andrews in the amount of $37,496.46, representing the final payment for completed work associated with the Oak Forest Campus Emergency Water Main Replacement Project.

The work was performed under emergency conditions in February 2026 due to multiple water main breaks at the Oak Forest Campus caused by freeze/thaw cycles and deteriorating infrastructure. The breaks resulted in active flooding of tunnels and basements, creating an immediate threat to public health and safety. Emergency response activities included shutting off water to stop active flooding, performing corrective work to replace broken pipes, and completing emergency water main replacements at three separate locations including DEMRS Building, Public Building, and Building F Annex.

All water service has been restored and flooding has been remediated. An emergency contract was procured; however, the contract expired prior to funds being transferred and a purchase order being issued for invoicing purposes, resulting in the need to process the payment through direct payment.
