Title: PROPOSED RESOLUTION HONORING OFFICERS MICHAEL A. MCEVOY, KEVIN SULLIVAN, AND MICHAEL TURANO AND INTERIM FIRE CHIEF KENNETH KOEPPEN FOR THEIR BRAVERY AND SERVICE ON DECEMBER 12, 2013 WHEREAS, on the evening of December 12, 2013, Officer Michael A. McEvoy responded to a 9-1-1 call reporting a man with a gun at a townhome in the 1900 block of Windham Court in Arlington Heights; and WHEREAS, Officer McEvoy, as the first officer on the scene, approached a service entrance through an open garage door and, immediately upon entering the entrance, came under gunfire; and WHEREAS, Officer McEvoy sustained a gunshot wound through the neck; and WHEREAS, upon arriving at the scene moments later, Officer Kevin Sullivan immediately - and without regard for his own safety - entered the garage, grabbed Officer McEvoy by the leg and attempted to pull him to safety; and WHEREAS, Officers Michael Turano and Douglas Glanz, upon arriving at the scene and also without regard for his own ...

HONORING OFFICERS MICHAEL A. MCEVOY, KEVIN SULLIVAN, AND MICHAEL TURANO AND INTERIM FIRE CHIEF KENNETH KOEPPEN FOR THEIR BRAVERY AND SERVICE ON DECEMBER 12, 2013
 
WHEREAS, on the evening of December 12, 2013, Officer Michael A. McEvoy responded to a 9-1-1 call reporting a man with a gun at a townhome in the 1900 block of Windham Court in Arlington Heights; and
 
WHEREAS, Officer McEvoy, as the first officer on the scene, approached a service entrance through an open garage door and, immediately upon entering the entrance, came under gunfire; and
 
WHEREAS, Officer McEvoy sustained a gunshot wound through the neck; and
 
WHEREAS, upon arriving at the scene moments later, Officer Kevin Sullivan immediately - and without regard for his own safety - entered the garage, grabbed Officer McEvoy by the leg and attempted to pull him to safety; and
 
WHEREAS, Officers  Michael Turano and Douglas Glanz, upon arriving at the scene and also without regard for his own safety, quickly entered the garage and assisted Officer Sullivan in pulling Officer McEvoy out of the residence to safety behind a patrol vehicle at the end of the driveway; and
 
WHEREAS, Fire Chief Kenneth Koeppen, visiting a relative a few blocks away, heard the commotion, and rushed from his family gathering to offer assistance; and
 
WHEREAS, Chief Koeppen, as the first medical officer on the scene, began administering first aid to Officer McEvoy with the assistance of Officers Turano and Glanz, applying direct pressure to the wound and significantly slowing the bleeding; and
 
WHEREAS, Officer Sullivan maintained cover of Officers Glanz, Turano and Chief Koeppen as they worked to stem Officer McEvoy's bleeding until paramedics arrived; and
 
WHEREAS, police officers and SWAT team members, knowing that the assailant had a hostage, attempted to negotiate with him until circumstances required them to take action while, at the same time, the hostage was rescued unharmed; and
 
WHEREAS, the quick and heroic response by Officer Michael A. McEvoy, Officer Kevin Sullivan, Officer Michael Turano, Officer Douglas Glanz, and Interim Fire Chief Ken Koeppen, as well as all of the first responders involved in this incident, demonstrates the dedication of police and firefighters in Cook County and exemplifies the finest tradition of the Arlington Heights Police and Fire Departments.
 
NOW, THEREFORE, BE IT RESOLVED, that the President and Members of the Cook County Board of Commissioners do hereby recognize and honor all the  responders involved in this incident for their display of bravery in the face of grave personal peril; and
 
BE IT FURTHER RESOLVED, that the President and Members of the Cook County Board of Commissioners expresses immeasurable gratitude to all first responders involved in this incident for their remarkable courage and honor which has contributed to enhancing the safety and security of our local jurisdictions, Cook County and our region.
