Title: PROPOSED RESOLUTION HONORARY RESOLUTION FOR THE US DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT AND ICF INTERNATIONAL WHEREAS, Cook County is an entitlement community and receives Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and Emergency Solutions Grant (ESG) funding on an annual basis from the U.S. Department of Housing and Urban Development (HUD) that are administered by the Department of Planning and Development within the Bureau of Economic Development; and WHEREAS, Cook County received two allocations of Neighborhood Stabilization Program (NSP) funding in accordance with economic stimulus initiatives from the U.S. Department of Housing and Urban Development (HUD) which were administered by the Department of Planning and Development within the Bureau of Economic Development; and WHEREAS, in 2010, HUD launched the OneCPD Integrated Practitioner Assistance System (OneCPD) under its Transformation Initiative to provide technical as...

HONORARY RESOLUTION FOR THE US DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT AND ICF INTERNATIONAL
 
WHEREAS, Cook County is an entitlement community and receives Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and Emergency Solutions Grant (ESG) funding on an annual basis from the U.S. Department of Housing and Urban Development (HUD) that are administered by the Department of Planning and Development within the Bureau of Economic Development; and
 
WHEREAS, Cook County received two allocations of Neighborhood Stabilization Program (NSP) funding in accordance with economic stimulus initiatives from the U.S. Department of Housing and Urban Development (HUD) which were administered by the Department of Planning and Development within the Bureau of Economic Development; and
 
WHEREAS, in 2010, HUD launched the OneCPD Integrated Practitioner Assistance System (OneCPD) under its Transformation Initiative to provide technical assistance for HUD's Community Planning and Development grantees that is comprehensive, assessment-based and focused on measurable outcomes; and
 
WHEREAS, OneCPD technical assistance seeks to build sustainable grantee management systems and organizational capacity through a cross program approach; and
 
WHEREAS, with HUD funding and support, ICF International, the selected technical assistance provider chosen through a competitive federal procurement, has provided targeted technical assistance to Cook County's affordable housing and community development programming including but not limited to CDBG, HOME, and NSP programming as well as the Integrated Disbursement Information System (IDIS) and Disaster Recovery Grant Reporting (DRGR) system since 2010; and
 
WHEREAS, the County was selected by HUD to receive additional technical assistance under the OneCPD initiative beginning in 2013; ICF International was chosen to be Cook County's Technical Assistance provider through a federal competitive procurement; and
WHEREAS, the technical assistance the County received from ICF International, both program-restricted and under OneCPD, in partnership with HUD and with full support from and engagement with the Department of Planning and Development within the Bureau of Economic Development, significantly enhanced internal capacity to effectively manage the aforementioned Federal funds to the benefit of those who work, live, visit in, or partner with Cook County; and
 
NOW, THEREFORE, BE IT RESOLVED, that the President and the Cook County Board of Commissioners, on behalf of the Department of Planning and Development and the Bureau of Economic Development as well as the more than five million residents of Cook County, do hereby honor the U.S Department of Housing and Urban Development (HUD) and ICF International, celebrate their legacy of comprehensive, targeted, and innovative technical assistance, and hereby express gratitude for their work in service of Cook County; and
 
NOW, THEREFORE, BE IT RESOLVED that special recognition be given to Kelly Price, Kevin Roddy, and William Kubal of ICF International for extraordinary and exemplary service to the County under the auspices of this technical assistance work, particularly related to the CDBG, HOME, and NSP programs as well as the IDIS and DRGR systems.  
 
BE IT FURTHER RESOLVED, that suitable individual copies of this Resolution be presented to a HUD Representative as well as Kelly Price, Kevin Roddy, and William Kubal of ICF International as a token of our great esteem and acknowledgement of their service and partnership.end
