Halbert was born on January 23, 1932 in the Waverly section of West Point, Mississippi, and; WHEREAS, L.J. Halbert received his education in West Point, Mississippi and then moved to Chicago, Illinois, and; WHEREAS, L.J. Halbert married the love of his life, Melva Jean McGee, on September 11, 1954 for 63 years. To this union, three beautiful children were born, Debra, Michael, and Jerome Halbert. L.J. and; WHEREAS, L.J. Halbert began his work as a laborer in the construction industry along with his brothers, James, Willie, Charles, and Louis and established Waverly Contractors Construction and Demolition Company. Waverly Construction provided incredible service in the Chicago area for over 33 years. L.J also worked at the Chicago Board of Education, and; WHEREAS, L.J. A RESOLUTION OF THE COOK COUNTY BOARD OF COMMISSIONERS TO HONOR THE LIFE OF L.J. HALBERT

WHEREAS, L.J. Halbert was born on January 23, 1932 in the Waverly section of West Point, Mississippi, and;

WHEREAS, L.J. Halbert received his education in West Point, Mississippi and then moved to Chicago, Illinois, and;

WHEREAS, L.J. Halbert married the love of his life, Melva Jean McGee, on September 11, 1954 for 63 years. To this union, three beautiful children were born, Debra, Michael, and Jerome Halbert. L.J. and;

WHEREAS, L.J. Halbert began his work as a laborer in the construction industry along with his brothers, James, Willie, Charles, and Louis and established Waverly Contractors Construction and Demolition Company. WHEREAS, L.J. Halbert was an active member in his community, and served as a board and general member on several community organizations, to include: Menard Block Club, Association for a Better Austin, Menard Avenue Neighborhood Watch program, Columbus Park and Franklin Park Baseball Associations, Black Contractors United, Community Economic Development Corporation (CEDCO), Stone Temple Baptist Church, Westside Business Association (founding member), Austin Lions Club (founding member), and many other civic activities and organizations that involved business and community engagement, and;

WHEREAS, L.J. Halbert made his transition to be with the Lord and leaves to cherish his memories; his wife Melva Jean Halbert; children, Geraldine Terry, Earline Terry, Debra Evans (Willard), Michael Halbert (Victoria); his grandchildren, in laws, and a host of nieces and nephews, friends, and many more relatives.

NOW, THEREFORE, BE IT RESOLVED, by the President and Cook County Board of Commissioners to recognize L.J. Halbert for his lifelong achievements and the sincere appreciation of the Pr...
