Title: PROPOSED RESOLUTION RECOGNIZING THE DEDICATION AND COMMITMENT OF CHICAGO POLICE OFFICERS DAVID R. RAMOS AND JEROME TURBYVILLE AND WHEELING DETECTIVE IGNACIO OROPEZA WHEREAS, On November 12, 2017 at 3:20p.m., a family drove to the Wheeling Walgreens store to purchase diapers. The father went inside the store leaving his wife, three-year old son, and one-week old son inside their idling vehicle. As the father was shopping, an unknown male offender entered the vehicle and drove away with the mother and children; and WHEREAS, after Wheeling Police Department Officers and Detectives responded to the scene, an emergency ISPERN broadcast and an AMBER alert were issued to help locate the family in danger. A short time later the mother and two children were located safe more than 20 miles away in the Belmont area in Chicago, after the suspect abandoned the family in their vehicle, taking with him their cell phone and credit cards; and WHEREAS, Wheeling Police Detective Ignacio Oropeza ...

PROPOSED RESOLUTION

 

RECOGNIZING THE DEDICATION AND COMMITMENT OF CHICAGO POLICE OFFICERS DAVID R. RAMOS AND JEROME TURBYVILLE AND WHEELING DETECTIVE IGNACIO OROPEZA

 

WHEREAS, On November 12, 2017 at 3:20p.m., a family drove to the Wheeling Walgreens store to purchase diapers.  The father went inside the store leaving his wife, three-year old son, and one-week old son inside their idling vehicle.  As the father was shopping, an unknown male offender entered the vehicle and drove away with the mother and children; and

 

WHEREAS, after Wheeling Police Department Officers and Detectives responded to the scene, an emergency ISPERN broadcast and an AMBER alert were issued to help locate the family in danger.  A short time later the mother and two children were located safe more than 20 miles away in the Belmont area in Chicago, after the suspect abandoned the family in their vehicle, taking with him their cell phone and credit cards; and

 

WHEREAS, Wheeling Police Detective Ignacio Oropeza worked on securing and viewing the surveillance videos recovered from Walgreens and a Mobil gas station where the offender fraudulently used a credit card belonging to the victims.  Detective Oropeza identified the offender based on prior police contacts.  An Aggravated Kidnapping arrest warrant was issued for the offender, and

 

WHEREAS, on November 15, 2017, while off-duty, Chicago Police Officer David R. Ramos was driving east on Chicago Avenue approaching Franklin Street towards a local Starbucks coffee shop, when he observed the wanted offender, who was just featured on the local television news station, exiting a Dunkin Donuts shop; and

 

WHEREAS, after confirming the identity of the dangerous felon, Officer David R. Ramos flagged down fellow Chicago Police Officer Jerome Turbyville, who was patrolling the Chicago River North Community. Officers Ramos and Turbyville, effectively using their police training skills to ensure that citizens in the public area where not in harm’s way of being injured, arrested and transported the wanted offender to the 18th Chicago Police district for processing and ultimate transfer to Wheeling Police custody; and

 

WHEREAS, thanks to the dedication and commitment demonstrated by Officers David Ramos and Jerome Turbyville and the stellar work by Detective Ignacio Oropeza, a dangerous criminal wanted for carjacking and aggravated kidnapping was safely arrested.

 

NOW, THEREFORE, BE IT RESOLVED, that the President and the Cook County Board of Commissioners, on behalf of the residents of Cook County, do hereby commend and offer their heartfelt gratitude to Chicago Police Officers David Ramos and Jerome Turbyville and Wheeling Police Detective Ignacio Oropeza for their unwavering dedication and commitment to the communities they serve; and

 

BE IT FURTHER RESOLVED, that this text be spread upon the official proceeding of this Honorable Body, and a suitable copy of the same be tendered to Chicago Police Officers David Ramos and Jerome Turbyville and Wheeling Police Detective Ignacio Oropeza.
