Summary: The Department of Transportation and Highways respectfully requests approval of the Proposed Intergovernmental Agreement between Cook County, Illinois State Toll Highway Authority, Illinois Department of Transportation, Elk Grove Village and the Village of Itasca for Design and Construction Services.
The Illinois State Toll Highway Authority will design and construct the Elgin O'Hare Expressway, extend the expressway from its eastern terminus at Rohlwing Road (Illinois Route 53) to O'Hare International Airport, and construct a new O'Hare Western Access connecting the Jane Addams Memorial Tollway (I-90) with the Tri-State Tollway (I-294); referred to as the Elgin O'Hare Western Access (EOWA) The County of Cook agrees to maintain Devon Avenue and Devon Avenue Bridge over the I-290 Expressway which are under the jurisdiction and maintenance of the County including County right of way and County highway roadway approaches to the grade separation structure, including but not limited to pavement, curb and gutter, shoulders, guardrail, approach slabs, and approach embankments outside access control fences, and portions of the grade eleva...
