PROPOSED RESOLUTION

 

BUTLER DRIVE ECONOMIC DEVELOPMENT PROGRAM (EDP) GRANT AWARD ACCEPTANCE RESOLUTION

 

WHEREAS, the value of infrastructure improvement to economic development and job creation in Cook County has been prioritized in the County’s Long Range Transportation Plan, Connecting Cook County; and

 

WHEREAS, Butler Drive and Stony Island Avenue are located within the Illinois International Port District (IIPD) and provide access to freight companies that offer the unloading, storage, and reloading of cargo from ships, trucks, and railcars; and

 

WHEREAS, Cook County is willing to act as the lead agent for roadway improvements along Butler Drive and Stony Island Avenue and is an eligible applicant for funding from the Illinois Department of Transportation (IDOT); and

 

WHEREAS, Cook County, on behalf of IIPD, applied to IDOT for Economic Development Program (EDP) monies and was awarded $2,000,000 for roadway engineering and construction; and

 

WHEREAS, the grant requires local match of $300,000.00 funded by 11300.1500.540370 P22817 A10537, and the funding period is 9/21/2017 through 9/21/2022; and

 

NOW, THEREFORE, BE IT RESOLVED, that the President of the Board of Commissioners of Cook County and/or her designee, the Superintendent of the Department of Transportation and Highways (DOTH), is hereby authorized to execute such documents as required to accept the sum of Two Million and NO/100 dollars ($2,000,000.00) from the Illinois Department of Transportation’s Economic Development Program for the Phase I and II engineering in addition to construction and construction management of this improvement;

 

WHEREAS,  this grant requires local match of $300,000.00, which is funded by 11300.1500.540370 and the funding period is 9/21/17 through 9/21/22, and

 

BE IT FURTHER RESOLVED, that this Grant Award shall be used by the Department of Transportation and Highways for roadway improvements for Butler Drive and Stony Island Avenue where the scope of work shall include the reconstruction of existing pavement to concrete pavement, the reconstruction of a transloading area adjacent to Butler Drive, drainage improvements, and other necessary highway appurtenances and shall be designated as Section: 17-IICFR-03-PV; and

 

BE IT FURTHER RESOLVED, that the improvement shall be constructed by contract; and

 

BE IT FURTHER RESOLVED, that the Department of Transportation and Highways will submit this Grant Award to the Department of Budget and Management Services to be included in their quarterly Grant report for all awards received to the Board of Commissioners; and

 

BE IT FURTHER RESOLVED, that the Clerk is herby directed to transmit two certified copies of this resolution to the Central Office of the Illinois Department of Transportation.
