Request: Authorization to enter into an interagency agreement
Good(s) or Service(s): Authorization for the Chief of the Bureau of Economic Development to enter into an agreement with the Chicago Cook Workforce Partnership ("The Partnership") to establish and implement a private sector based Cook County youth employment program ("Program"). The Program will target at a minimum 200 young adults, ages 16-24, with barriers to employment and/or from low-income households and/or from suburban Cook County communities with high rates of poverty or unemployment for an internship program. The Program Participants will be compensated and the program will run for approximately seven weeks. The Partnership will focus on employers in sector specific training and employment, including but not limited to transportation, distribution and logistics; manufacturing; information technology; and other high-growth, high-demand sectors. The Partnership will work with service providers to hire and train career and peer mentors and recruit and retain youth throughout the Program. The Partnership's service providers will assist The Partnership to identify employers; develop job opportunities; assign Program Participants to worksites; serve as liaison between employers and Program Participants; and oversee quality of work assignments for the selected Program Participants
Agreement period: Upon authorization of the County Board and execution of the Parties through 4/1/2020
Fiscal Impact: $1,000,000.00 ($900,000.00 from Special and Cooperative Programs/Fixed Charges and $100,000 from U. S. Department of Housing and Urban Development/Community Development Block Grant (CDBG 2018)
