PROPOSED RESOLUTION
HONORING JUDY CARLOS FOR DOMESTIC VIOLENCE MONTH
WHEREAS, Judy Carlos a Panamanian residing in Chicago since 1969 is the Founder and current Executive Director of Pro- Health Advocates, Inc. since 1996. The programs included, DUI, Substance Abuse treatment and evaluations, Domestic Violence, Anger Management, individual and Group Counseling; and
WHEREAS, The Pro- Health Advocates, Inc. program received funding, (PAID) after writing a grant with the Cook County Probation and Social Services, for both Male and Female offenders convicted of Domestic Violence; and
WHEREAS, Judy Carlos received her AA Degree from Montay College, and a Certified Addiction Counseling Certification in 1988. Judy received her Bachelor’s degree in Social Work from Northeastern Illinois University in May of 1999. And in 2001, Judy Carlos received her Master in Social Work from Aurora University in 2001; and
WHEREAS, Judy Carlos has been a Domestic Violence and Sexual Abuse Counselor since 2003, Ms. Carlos is the Pioneer in developing the Protocol for Partner Abuse Intervention Program with Cook County. She served as a member of the 4th Partner Abuse Service Providers committee, and served as a member of the Substance abuse subcommittee; and
WHEREAS, Judy Carlos worked for Pilsen Little Village Community Mental Health Center from 1992- 1996, she started a Woman’s Co-Dependence and Treatment Program, for Hispanic Women. She also worked as a Substance Abuse Counselor for Latino Treatment Center from 1988-1992. Judy Carlos has volunteered for the Domestic Violence hotline in 2005, she volunteered as a Counselor at North Lawndale Ex-Offenders Employment Project from 2003-2005. Counseling the needs of ex-offenders in areas of individual assessments, substance abuse, anger management and social skills; and
WHEREAS, Judy Carlos supervised both Bachelor and Master Degree level Social Work Interns from Northeastern Illinois University, Loyola University, St. Augustine College and Dominican University. In addition, she also supervises addiction certification candidates, from various community colleges throughout Chicago and the Suburbs.
WHEREAS, Judy Carlos presently plans to retire at the end of 2018, to the sunny skies of Florida.
NOW, THEREFORE, BE IT RESOLVED that President Toni Preckwinkle and the Cook County Board of Commissioners, on the behalf of the 5.2 million residents of Cook County, do hereby congratulate Ms. Judy Carlos for her dedication, leadership, drive, and passion for her work as a Pro- Health Advocate. And her continued commitment as a Champion of the Domestic Violence crusade, we wish her continued success in all of her business and philanthropic endeavors; and
BE IT FURTHER RESOLVED that a suitable copy of this resolution be spread across the official text of the proceedings of this honorable body and a suitable copy of the same be presented to Ms. Judy Carlos in honor of this occasion.
