PROPOSED RESOLUTION

 

IN CELEBRATION OF TIMOTHY J. FRENZER ON THE OCCASION OF HIS RETIREMENT

 

WHEREAS, longtime Wilmette Village Manager Timothy J. Frenzer will retire in early 2020 after 27 years of service to the Village of Wilmette; and

 

WHEREAS, Mr. Frenzer is a longtime Illinois resident. He was raised in Algonquin and spent his formative years there. He has been married to his wife Catherine Murray, an attorney, for thirty-one years. They have four children: Patrick, a veterinarian, and triplet daughters: Caitlin, an attorney; Beth, a marketing professional; and Meagan, a Ph.D. candidate at the University of Florida. He is a fan of college football, following both the University of Florida, where his son attended, and the University of Auburn when his daughters graduated; and

 

WHEREAS, Mr. Frenzer attended Loyola University in Chicago, where he graduated summa cum laude, with a B.A. and Honors Degree in 1980. He received his Juris Doctor degree from Loyola University Chicago School of Law, where he graduated cum laude in 1983. He began his legal career with the Cook County State’s Attorney’s office, working in the Criminal Division from 1983-1988 and the Civil Division from 1988-1989. He became a staff attorney for the Central States Health & Welfare and Pension Funds from 1989-1990 and then Senior Assistant Corporation Counsel for the City of Chicago Department of Law from 1990-1993; and

 

WHEREAS, Mr. Frenzer joined the Village of Wilmette as its Corporation Counsel in January 1993 and served in that role for 15 years until he assumed the role of interim Village Manager. The Village Board unanimously appointed him to Village Manager in July 2009; and

 

WHEREAS, as a municipal attorney, Mr. Frenzer was a member of the International Municipal Lawyers Association (IMLA). From 2003-2007, he was IMLA Illinois State Chair. In 2007, he was elected IMLA Regional Vice President for the 7th Circuit, a position he held until his appointment as Village Manager. In 2005, Mr. Frenzer received IMLA’s national award for Most Outstanding State Chair; and

 

WHEREAS, as Corporation Counsel, Mr. Frenzer was a member of the Northwest Municipal Conference Attorneys Committee for 16 years and served as its chair for eight of those years. He remains a member of the International Municipal Lawyers Association Home Rule Attorneys Committee. He was also a member of the NWMC Telecommunications Subcommittee that prepared statewide model ordinances. He also remains a member of the Local Government Committee of the Chicago Bar Association; and

 

WHEREAS, when he took over as Village Manager, the Village was experiencing serious revenue disruption due to the Great Recession. Frenzer and his team stabilized the Village’s finances and reduced costs while maintaining the Village’s coveted AAA bond rating and Village services; and

 

WHEREAS, as Village Manager, Frenzer was the Chief Administrative Officer of the Village. He represented the Village as a Director on the boards of the Northwest Municipal Conference, the Solid Waste Agency of Northern Cook County, and the Northeast Illinois Public Safety Training Academy. He was also a member of the Northwest Municipal Conference Legislative Committee and its Transportation Committee; and

 

WHEREAS, Mr. Frenzer is a member of the International City/County Management Association, the Illinois City/County Management Association, and the Chicago Metro Managers. He has testified for the Village and Illinois Municipal League in state legislative hearings and works with the Northwest Municipal Conference, Illinois Municipal League, and the Metropolitan Mayors Caucus on legislative issues. He has been a speaker at meetings, conferences, and seminars hosted by the Illinois Municipal League, International Municipal Lawyers Association, Chicago Bar Association, Illinois Association of Municipal Management Assistants, and Metro Managers on multiple occasions; and

 

WHEREAS, during his 27 years with the Village, Frenzer was instrumental in launching initiatives, including the Village Center Master Plan; the revitalization of the Village’s downtown; the modernization of its solid waste and recycling collection; and a slate of infrastructure projects, including the West Park Sanitary Storage Facility project; and

 

WHEREAS, Frenzer also helped negotiate several new wholesale water contracts with other municipalities that generated new revenue for the Village and held down water rates for Wilmette; and

 

WHEREAS, Wilmette Village President Bob Bielinski said in a statement that he and the Village Board appreciate Frenzer’s “many years of dedicated service. Tim took over as Village Manager during very challenging economic times. His steady and thoughtful leadership stabilized, and then improved, the Village’s finances and contributed to new economic development and improved resident services,”; and

 

WHEREAS, when he announced his retirement, Frenzer stated, “Over the years, I have had the pleasure of meeting and working with many elected officials, as well as boards and commission members, and residents. The commitment of the Village Board members to ensuring good government and providing forward-looking leadership has ensured that Wilmette is a very special place in which to live and work.”

 

NOW, THEREFORE, BE IT RESOLVED, that the Board of Commissioners of Cook County, on behalf of the 5.2 million residents of Cook County, celebrates the career of Timothy J. Frenzer, and herewith expresses its sincere gratitude for the invaluable contributions he has made to the Citizens of Cook County, Illinois; and

 

BE IT FURTHER RESOLVED, that a suitable copy of this Resolution be spread upon the official proceedings of this Honorable Body and that an official copy of same be tendered to Timothy J. Frenzer and his family.
