WHEREAS, Sandra “Sandy” Frum and her husband, Carlos, have called Northbrook home for the past 44 years; and

 

WHEREAS, Sandy has dedicated herself to her family and the Northbrook community, where her name is synonymous with genuine, heartfelt civic service, and leadership with honor and distinction; and

 

WHEREAS, Sandy’s expertise and background in political science and accounting, along with her years of knowledge of public policy, decades of local government experience, and love of volunteerism make her the ideal public servant; and

 

WHEREAS, Sandy’s tenure in municipal service began in 1981 when she was a Northbrook Park District Commissioner, and was swiftly followed by her time as a Commissioner on the Northbrook Plan Commission; and

 

WHEREAS, Sandy was first elected as a Village Trustee in April of 1987 where she served the community for 34 years; and

 

WHEREAS, Sandy served the residents of Northbrook as the Village President from 2009 to 2021; and

 

WHEREAS, Sandy made sure Northbrook was an active member of the Northwest Municipal Conference, where she served on the Executive Board and as Chair of the Legislative Committee; and

 

WHEREAS, Sandy served as Chair of the Cook County Multi-Jurisdictional All Hazards Mitigation Plan Steering Committee and as an active member of the Cook County Long Range Transportation Plan Committee; and

 

WHEREAS, Sandy’s achievements during her diligent career in public service are too numerous to count; and

 

WHEREAS, some of Sandy’s most notable contributions include addressing senior needs and housing, the implementation of the two-zone water system, the creation of Northbrook’s Stormwater Master Plan, maintaining TripleA Bond ratings, and the formation of a bike/pedestrian plan; and

 

WHEREAS, in her private time, Sandy is an active member of the Northbrook Civic Foundation, the National Alopecia Areata Foundation, Rotary Club of Northbrook, Rotary District 6440 Leadership Team, and Temple Jeremiah; and

 

WHEREAS, Sandy’s 40 years of public service highlight her exceptional commitment to the residents and businesses of the Village of Northbrook; and

 

NOW, THEREFORE, BE IT RESOLVED, that the Cook County Board of Commissioners does hereby honor Sandy Frum for her steadfast leadership of the Village of Northbrook, her devotion to supporting the residents who live and work in the community, and her extensive legacy of public service; and

 

BE IT FURTHER RESOLVED, that a suitable copy of the Resolution be tendered to Sandy Frum as a means of communicating our thanks and well wishes.
