Summary:  The Department of Transportation and Highways respectfully requests approval of the proposed Contract Amendment between the County and Knight E/A, Inc., Chicago, Illinois. As the final project elements come to conclusion, there is a need to resubmit permit applications, update plan elements, revise earthwork calculations and plans, utility coordination and Tollway traffic signal plans review and coordination based on the timing of land acquisition and agreement execution by all parties, tasks not under the control of the Department.  The project will provide regional benefits by eliminating long queues at the intersections of Touhy Ave. at the Union Pacific railroad and Touhy Ave. at Elmhurst Rd. through the construction of two grade separations and intersection improvements. The construction of a multi-use path/sidewalk will allow pedestrians to comfortably and safely walk in the community. The project work from Touhy Ave. - Elmhurst Road to Mt. Prospect Road consists of roadway rehabilitation and reconstruction, intersection improvements, roadway realignment, new quadrant bypass, construction of two new grade separations, new and rehabilitated drainage systems and detention ponds, construction of a multi-use path and sidewalks, street lighting, and landscaping.

 

This contract was awarded through a publicly advertised Request for Qualifications (RFQ) process in accordance with Cook County Procurement Code.  Knight E/A, Inc. was selected based on established evaluation criteria.
