WHEREAS, Blase Joseph Cupich was born in Omaha, Nebraska and attended St. John Vianney Seminary at the University of St. Thomas in Saint Paul, Minnesota, from where he obtained his B.A. in Philosophy in 1971. He then studied in Rome at the Pontifical North American College and Pontifical Gregorian University, earning a Bachelor's in Sacred Theology (1974) and a Master of Arts in Theology (1975); and

WHEREAS, despite increased costs and the need to automate records, internal fees have not been increased in tax services since 2003 and additional funding is needed to defray costs of automation; and,
WHEREAS, the County of Cook is a home rule unit of local government pursuant to the 1970 Illinois Constitution.
