WHEREAS, teenagers represent a substantive segment of the eligible voting populace, and their engagement in the democratic process is indispensable for the sustainability and vibrancy of our nation's democracy; and,
WHEREAS, the State of Illinois, through the enactment of Public Act 98-51 in 2013, 17-year-olds were awarded the right to register and vote in primary elections, contingent upon their turning 18 by the general election; and,
WHEREAS, recognizing the potential of teen voters to shape the future of our State, Governor JB Pritzker made a noteworthy stride toward youth empowerment through the enactment of Public Act 103-467 in 2023, which allowed 16-year-olds to pre-register to vote; and,

WHEREAS, 10 years ago, the Cook County Land Bank Authority (CCLBA) was established through the leadership of Cook County Board President Toni Preckwinkle and Cook County Board Commissioner Bridget Gainer (10th District) with the mission of revitalizing vacant and tax-delinquent properties across Cook County, fostering economic growth, and enhancing the quality of life for residents; and
WHEREAS, over the past decade, the CCLBA, in partnership with local developers, business owners, and residents, has transformed the landscape of many Cook County neighborhoods, replacing vacant lots and abandoned properties with single-family homes, multi-family buildings, thriving businesses, and urban gardens; and

WHEREAS, based in the Pilsen neighborhood, Rudy Lozano Branch Library opened it’s doors to the public on September 7, 1989; and
WHEREAS, community-led efforts drove the establishment of the library at a time when Pilsen lacked a centralized library branch; and
WHEREAS, during the 1960s, at a time when the Mexican population was growing in the area, there was only a “bookmobile” that would traverse the neighborhood; and
WHEREAS, a Pilsen Library Committee was formed in 1980 by thirteen neighborhood residents who spearheaded the efforts to create a central library; and
WHEREAS, the Committee’s efforts ultimately led to the groundbreaking of the $4.5 million library in 1985; and
WHEREAS, the Committee collected suggestions from the public on the naming of the library and voted on Rudy Lozano, named after the influential community organizer who was tragically killed in 1983; and

WHEREAS, Working Bikes is a nonprofit organization located in the 7th District of Cook County; and
WHEREAS, Working Bikes was established in 1999 by volunteers Lee Ravenscroft and Amy Little; and
WHEREAS, Working Bikes mission and vision is to strengthen local and global communities by giving donated bicycles new life and redistributing them as tools for self-determination; and
WHEREAS, Working Bikes works toward a world where everyone has access to bicycle transportation- whether in Africa, Latin America, or Chicago-and where bicycles are the most reliable, sustainable, and environmentally friendly transportation available; and
WHEREAS, Working Bikes has supported the creation of dozens of bicycle organizations and social enterprises globally, this year sending 9,140 bikes to their amazing international partners who are mostly based in Africa and Central America; and

WHEREAS, service dogs play a vital role in the lives of people with sensory, psychiatric, intellectual, and mental disabilities, assisting them in performing day-to-day tasks; and
WHEREAS, some service dogs are specially trained for people with diabetes, epilepsy, or PTSD; and
WHEREAS, during the last decade the use of services dogs has rapidly expanded; and
WHEREAS, 27% of adults in the United States, over 61 million individuals, live with a disability; and
WHEREAS, there are only about 500,000 service dogs in the United States leading to waitlist of up to 1 - 5 years; and
WHEREAS, studies show that individuals with a service dog exhibit better psychosocial health that can bolster social, emotional, and work/school functioning; and

WHEREAS, according to the most recent report from The National Alliance for Caregiving (NAC) and AARP published in 2020, there are 53 million people providing unpaid care in the U.S. with family caregivers now encompassing more than one in five Americans; and
WHEREAS, caregiving remains an activity that occurs among all generations, racial/ethnic groups, income or educational levels, family types, gender identities, and sexual orientations. Three in 5 caregivers are women (61 percent) and 2 in 5 are men (39 percent).
