PROPOSED RESOLUTION
HONORING QUILEN BLACKWELL, FOUNDER OF SOUTHSIDE BLOOMS
WHEREAS, Quilen Blackwell is the founder and visionary leader of Southside Blooms, a nonprofit social enterprise dedicated to transforming the landscape and future of Chicago’s South and West Sides; and
WHEREAS, under Mr. Blackwell’s leadership, Southside Blooms has turned vacant lots into vibrant, sustainable flower farms, bringing beauty, opportunity, and economic vitality to neighborhoods long overlooked for investment; and
WHEREAS, these flower farms serve not only as sources of environmental renewal but as platforms for workforce development, providing at-risk youth with hands-on training and paid employment in floral design, logistics, agriculture, entrepreneurship, and sales; and
WHEREAS, the work of Southside Blooms is rooted in the broader mission of its parent nonprofit, the Chicago Eco House, founded to use sustainability and green industry innovation as tools to reduce violence, expand opportunity, and strengthen communities; and
WHEREAS, since its inception, the organization has grown from a small neighborhood initiative into a nationally recognized model for community revitalization, leveraging urban agriculture, job creation, and circular-economy practices to create meaningful pathways for young people; and
WHEREAS, Mr. Blackwell has collaborated with key public partners, including the Cook County Land Bank Authority, which has played an essential role in making vacant land available for redevelopment into productive, community-serving floral farms; and
WHEREAS, in recognition of his extraordinary achievements and his unwavering commitment to empowering youth, revitalizing neighborhoods, and reimagining what sustainable development can achieve, Quilen Blackwell has been honored as the 2025 CNN Hero of the Year, a national distinction celebrating individuals who uplift their communities with innovation, compassion, and impact; and
WHEREAS, Mr. Blackwell’s work stands as a testament to what can be accomplished when creativity, service, and justice guide community development, inspiring local governments, nonprofit leaders, and residents across Cook County and beyond.
NOW, THEREFORE, BE IT RESOLVED, that the Cook County Board of Commissioners, on behalf of the residents of Cook County, formally recognizes and honors Quilen Blackwell for his transformative leadership, his dedication to empowering youth, and his innovative contributions to sustainable community revitalization; and
BE IT FURTHER RESOLVED, that this Resolution be presented to Quilen Blackwell as an expression of Cook County’s profound gratitude and admiration for his continued service and exemplary achievements.
