PROPOSED RESOLUTION
HONORING PASO - WEST SUBURBAN ACTION PROJECT ON THEIR 15TH ANNIVERSARY
WHEREAS, PASO - West Suburban Action Project was started in Mount Carmel Catholic Church and founded on March 15th, 2009 by Yesenia Sánchez; and
WHEREAS, PASO is located in Melrose Park and it is committed to providing services to the surrounding communities. This includes Bellwood, Berkeley, Northlake, Maywood, Berwyn, Addison, Cicero, Chicago, and many more; and
WHEREAS, many community meetings were held in the Mount Carmel Catholic Church gymnasium where over 400 people gathered on inauguration day. The community decided to unify their voices to fight for Immigrant Rights, Public Safety, and Health Access for Immigrants; and
WHEREAS, a component of these early years was education for undocumented students, and helping make in-state tuition for undocumented students a reality in 2011. Other components included voter registration, citizenship classes, and community organizing; and
WHEREAS, in 2014, PASO along other allied organizations and community members won a state law for undocumented individuals to obtain temporary driver’s licenses; and
WHEREAS, in 2015, Mony Ruiz joined PASO as its new executive director; and
WHEREAS, PASO’s immigration legal clinic, founded in 2016, became a model in the West Suburbs by combining services, organizing and helping hundreds of people naturalize their status; and
WHEREAS, in 2017, PASO marched on to fight for Welcoming spaces for immigrants to live and work, and advocated for Welcoming ordinances and resolutions in Oak Park, River Forest, Forest Park, Berwyn, and Summit; and
WHEREAS, PASO joined other organizations in the state to advocate and win important legislation, including the IL Trust Act, VOICES Act and IL RISE Act; and
WHEREAS, PASO was one of the main organizations who participated in a rally in downtown Chicago to demand the abolition of ICE where 12,000 people were in attendance; and
WHEREAS, in 2020 the new era of PASO began as Marién Casillas Pabellón took the position as the new executive director; and
WHEREAS, during the COVID-19 pandemic inequities were heightened, demanding a new direction for the organization, with a focus on creating leadership in the community. PASO committed to ensure community members can lead the fight to create safer environments in their workplace, have housing security and have access to quality health services; and
WHEREAS, in 2020, PASO helped others get people counted in the Census; and
WHEREAS, in January of 2021, PASO joined housing advocates to get the first Cook County Wide Residential Tenants and Landlords Ordinance; and
WHEREAS, over 30,000 people were engaged in learning and taking action for health access, better housing conditions and workers’ rights; and
WHEREAS, in 2023, PASO provided services to 1,537 community members, through the offering of Citizenship courses, ESL classes, referrals to immigration lawyers, and offering support with housing and workplace issues; and
WHEREAS, since the first buses started to arrive in Illinois, PASO has been supporting over 300 recent arrival families with clothing, food, vaccinations, application for medicaid services and referrals to immigration legal services. PASO has provided financial aid for undocumented immigrants affected by COVID and provides clothing, food, vaccinations, and other services; and
WHEREAS, since the beginning of Covid-19, PASO has been committed to keeping the community healthy. From 2020 to 2023, PASO has hosted over 50 Covid-19 vaccination clinics and vaccinated over 1,000 community members; and
WHEREAS, in 2023, PASO hosted several events to engage community members in different campaigns and issues directly affecting their daily lives. PASO had 3,639 members participate in events such as open houses, focus groups, fundraising events, community forums, and panel discussions; and
WHEREAS, in March of 2023, PASO hosted their first ever Women's Month. PASO planned five different events in the month of March, which had 250 attendees. PASO had women from the community speak on building power for workers, tenant rights and for fair immigration policies; and
WHEREAS, the most important part of PASO is the community members, recognizing and celebrating Immigrant women and men coming together for justice, and people conquering their fears and embracing their collective power to make a difference for them and their families; and
WHEREAS, in PASO, the fight for justice is a family matter; and
NOW, THEREFORE, BE IT RESOLVED, that the Cook County Board of Commissioners recognizes the leadership of the members of the migrant community and honors their history of organizing, creating opportunities, and making use of their collective power; and
NOW, THEREFORE, BE IT FURTHER RESOLVED, that the Cook County Board of Commissioners supports a community in which its residents have equal access to opportunities that allow them to have full and dignified lives and, where their rights are respected regardless of their immigration status; and
NOW, THEREFORE, BE IT FURTHER RESOLVED, that the President and the Cook County Board of Commissioners, on behalf of the residents of Cook County, do hereby honor PASO - West Suburban Action Project on their 15th Anniversary in June of 2024.
HONRANDO AL PROYECTO DE ACCIÓN SUBURBANA PASO del OESTE EN SU 15º ANIVERSARIO
CONSIDERANDO QUE, PASO - Proyecto de Acción Suburbana del Oeste se inició en la Iglesia Católica Mount Carmel y fue fundado el 15 de Marzo de 2009 por Yesenia Sánchez; y
CONSIDERANDO QUE, PASO está ubicada en Melrose Park y está comprometida a brindar servicios a las comunidades circundantes. Esto incluye: Bellwood, Berkeley, Northlake, Maywood, Berwyn, Addison, Cicero, Chicago y muchos más; y
CONSIDERANDO QUE, muchas reuniones comunitarias se llevaron a cabo en el gimnasio de la Iglesia Católica Monte Carmelo, donde más de 400 personas se reunieron el día de la inauguración. La comunidad decidió unificar sus voces para luchar por los derechos de los inmigrantes, la seguridad pública y el acceso a la salud para los inmigrantes; y

CONSIDERANDO QUE, en 2014, PASO, junto con otras organizaciones aliadas y miembros de la comunidad, ganó una ley estatal para que las personas indocumentadas obtengan licencias de conducir temporales; y
CONSIDERANDO QUE, en 2015, Mony Ruiz se unió a PASO como su nueva Directora Ejecutiva; y
CONSIDERANDO QUE, la clínica legal de inmigración de PASO, fundada en 2016, se convirtió en un modelo en los suburbios del oeste al combinar servicios y organizarse, ayudando a cientos de personas a naturalizar su estatus; y
CONSIDERANDO QUE, en 2017, PASO marchó para luchar por espacios acogedores para que los inmigrantes vivan y trabajen, y abogó por ordenanzas y resoluciones de bienvenida en Oak Park, River Forest, Forest Park, Berwyn y Summit; y
CONSIDERANDO QUE, PASO, se unió a otras organizaciones en el estado para abogar y ganar legislación importante, incluyendo la Ley Trust, la Ley VOICES y la Ley RISE; y
CONSIDERANDO QUE, PASO fue una de las principales organizaciones que participó en una manifestación en el centro de Chicago para exigir la abolición de ICE a la que asistieron 12,000 personas; y
CONSIDERANDO QUE, en 2020 comenzó la nueva era de PASO, ya que Marién Casillas-Pabellón asumió el cargo de Directora Ejecutiva; y
CONSIDERANDO QUE, durante la pandemia de COVID-19, las desigualdades se intensificaron, lo que exigió una nueva dirección para la organización, con un enfoque en la creación de liderazgo en la comunidad en la que puedan organizarse para construir poder. PASO se comprometió a garantizar que los miembros de la comunidad puedan liderar la lucha para crear entornos más seguros en su lugar de trabajo, tener seguridad en la vivienda y tener acceso a servicios de salud de calidad; y
CONSIDERANDO QUE, en 2020, PASO ayudó a otros a ser contados en el CENSO; y
CONSIDERANDO QUE, en enero de 2021, PASO se unió a los defensores de la vivienda para obtener la primera Ordenanza de Inquilinos y Propietarios Residenciales en todo el Condado de Cook; y
CONSIDERANDO QUE, más de 30.000 personas participaron en el aprendizaje y la adopción de medidas para el acceso a la salud, mejores condiciones de vivienda y los derechos de los trabajadores; y
CONSIDERANDO QUE, en 2023, PASO brindó servicios a 1,537 miembros de la comunidad, a través de la oferta de cursos de ciudadanía, clases de ESL, referencias a abogados de inmigración y ofreciendo apoyo con problemas de vivienda y lugar de trabajo; y
CONSIDERANDO QUE, desde que los primeros autobuses de nuevos inmigrantes comenzaron a llegar a Illinois, PASO ha estado apoyando a más de 300+ familias recién llegadas con ropa, alimentos, vacunas, solicitud de servicios de Medicaid y referencias a servicios legales de inmigración, por mencionar algunos. PASO ha brindado ayuda financiera a inmigrantes indocumentados afectados por COVID proveyendo ropa, alimentos, vacunas y otros servicios; y
CONSIDERANDO QUE, desde el comienzo de Covid-19, PASO se ha comprometido a mantener saludable a la comunidad y compartir la información más reciente sobre vacunas. De 2020 a 2023, PASO ha organizado más de 50 clínicas de vacunación contra el Covid-19 y ha vacunado a más de 1,000 miembros de la comunidad; y
CONSIDERANDO QUE, en 2023, PASO organizó varios eventos para involucrar a los miembros de la comunidad en diferentes campañas y problemas que afectan directamente su vida diaria. PASO contó con la participación de 3,639 miembros en eventos como jornadas de puertas abiertas, grupos focales, eventos de recaudación de fondos, foros comunitarios y paneles de discusión; y
CONSIDERANDO QUE, en Marzo de 2023, PASO organizó su primer Mes de la Mujer. PASO planeó cinco eventos diferentes en el mes de Marzo y tuvo 250 asistentes. PASO hizo que mujeres de la comunidad hablaran sobre la construcción de poder para los derechos de los trabajadores y los inquilinos y para políticas de inmigración justas; y
CONSIDERANDO QUE, la parte más importante de PASO son los miembros de su comunidad, reconociendo y celebrando a las mujeres y hombres inmigrantes que se unen por la justicia, las personas que conquistan sus miedos y abrazan su poder colectivo para marcar la diferencia para ellos y sus familias; y
CONSIDERANDO QUE, en PASO, la lucha por la justicia es un asunto de familia; y
AHORA, POR LO TANTO, SE RESUELVE, que la Junta de Comisionados del Condado de Cook reconoce el liderazgo de los miembros de la comunidad migrante y honra su historia de organización, creación de oportunidades y uso de su poder colectivo; y
AHORA, POR LO TANTO, SE RESUELVE, que la Junta de Comisionados del Condado de Cook apoya una comunidad en la que sus residentes tengan igualdad de acceso a oportunidades que les permitan tener vidas plenas y dignas y, donde sus derechos sean respetados independientemente de su estatus migratorio; y
AHORA, POR LO TANTO, SE RESUELVE, que el Presidente y la Junta de Comisionados del Condado de Cook, en nombre de los residentes del Condado de Cook, por la presente honran al Proyecto de Acción Suburbana del Oeste de PASO en su 15º Aniversario en Junio de 2024..end
