Summary: Cook County, through the Department of Planning and Development (DPD), has been awarded approximately $244 million in Community Development Block Grant-Disaster Recovery (CDBG-DR) funding to address unmet housing and recovery needs resulting from disasters that occurred in 2023-2024.
The CDBG-DR program includes time-sensitive statutory, regulatory, and HUD-imposed compliance requirements, including imminent deadlines to develop and finalize housing policies and procedures, establish internal controls and compliance frameworks, and prepare the County to initiate program expenditures. Failure to meet these requirements may result in compliance findings, implementation delays, or potential risks to federal funding.
DPD currently lacks sufficient internal staffing capacity and specialized subject-matter expertise to independently manage a disaster recovery portfolio of this scale and complexity within the required timeframe. The magnitude of the award, combined with the technical nature of HUD CDBG-DR requirements, necessitates immediate access to experienced subject-matter experts (SMEs) with demonstrated expertise in disaster recovery grant design, compliance, and implementation.
