PROPOSED RESOLUTION
RESOLUTION HONORING THE LIFE AND LEGACY OF CHARLES ROY “CHUCK” BOWEN SR. November 23, 1933 - July 31, 2026
WHEREAS, Almighty God, in His infinite wisdom, called from our midst Charles Roy “Chuck” Bowen Sr., a distinguished public servant, political strategist, cultural preservationist, mentor, and steadfast advocate whose extraordinary life and service left an indelible imprint upon Chicago and Cook County; and
WHEREAS, Charles Roy Bowen Sr. was born on November 23, 1933, in Atlanta, Georgia, and moved to Chicago with his mother at the age of eight, where he established a remarkable legacy of civic engagement, political leadership, cultural stewardship, and community empowerment; and
WHEREAS, Mr. Bowen entered public and political life at a young age, distinguishing himself through his extraordinary ability to mobilize communities, cultivate coalitions, and navigate the institutions influencing the political and economic advancement of African Americans in Chicago; and
WHEREAS, throughout his consequential career, Mr. Bowen served as a trusted political liaison, strategist, advisor, and confidant, working alongside prominent leaders including Congressman William L. Dawson and Mayors Richard J. Daley and Richard M. Daley, while building enduring relationships among government, clergy, business leaders, and community institutions; and
WHEREAS, in 1982, Charles Roy Bowen Sr. was elected Cook County Commissioner, where he championed equity and helped advance Cook County’s affirmative action initiatives, expanding contracting opportunities for women and minorities and affirming that economic opportunity should be accessible to every community; and
WHEREAS, following his elected service, Mr. Bowen continued serving Cook County as Deputy Clerk of the Cook County Board, further exemplifying his lifelong commitment to public service and effective government; and
WHEREAS, Mr. Bowen was a devoted guardian of African American history and was instrumental in advocating for the preservation of the historic Eighth Regiment Armory in Bronzeville, helping protect the landmark from demolition and preserve a significant monument to Black military history that today houses the Chicago Military Academy at Bronzeville; and
WHEREAS, Mr. Bowen possessed a profound appreciation for African and African American art and culture, serving as a Co-Founder of the Africa Global Chamber of Commerce and for many years on the Board of Trustees of the International African Festival of the Arts, strengthening cultural and economic connections between Chicago and the African Diaspora; and
WHEREAS, Mr. Bowen generously shared his vast institutional knowledge and firsthand recollections of Chicago’s political and cultural history with younger generations, historians, community leaders, and cultural organizations, with his extraordinary experiences memorialized through the documentary “Citizen Bowen”; and
WHEREAS, affectionately known as “Chuck,” Mr. Bowen was admired for his intellect, wit, generosity, loyalty, political acumen, mentorship, and willingness to open doors for others, embodying a generation of leadership that measured success by communities strengthened, opportunities created, institutions preserved, and lives transformed; and
WHEREAS, the passing of Charles Roy Bowen Sr. on July 31, 2026, represents a profound loss to his family, friends, colleagues, Bronzeville, the African Diaspora, the City of Chicago, and Cook County, while his formidable legacy remains permanently woven into the civic, political, economic, and cultural fabric of the communities he faithfully served; and
NOW, THEREFORE, WE, BILL LOWRY, COOK COUNTY COMMISSIONER OF THE 3rd DISTRICT, AND TONI PRECKWINKLE, PRESIDENT OF THE COOK COUNTY BOARD OF COMMISSIONERS: do hereby honor and commemorate the extraordinary life, distinguished public service, and enduring legacy of CHARLES ROY “CHUCK” BOWEN SR., and extend our most profound condolences to his family, friends, colleagues, mentees, and the countless individuals whose lives were enriched by his leadership and service; and
BE IT FURTHER RESOLVED, that the Cook County Board of Commissioners recognizes Charles Roy Bowen Sr. for his invaluable contributions to Cook County, the City of Chicago, Bronzeville, and the African Diaspora and celebrates a life characterized by civic fortitude, cultural stewardship, political acumen, and an unwavering commitment to the advancement of his community; and
BE IT FURTHER RESOLVED, that a suitable copy of this Resolution be tendered to the family of Charles Roy “Chuck” Bowen Sr. as an expression of the Cook County Board of Commissioners’ profound respect, gratitude, and enduring appreciation for his exemplary life and consequential legacy.
