Summary: The Department of Transportation and Highways respectfully request the approval of the proposed Contract between Cook County and Strand Associates, Inc., Chicago, Illinois.
Under this contract, Strand Associates, Inc. will prepare a preliminary engineering and environmental (Phase I) study to support replacing the decks of the following three (3) bridges on Lake Cook Road which are nearing the end of their useful lives:
• Lake Cook Road Bridge over the Slough
• Lake Cook Road Bridge over the Wisconsin Central Railroad Soo Line
• Lake Cook Road Bridge over the Middle Fork North Branch Chicago River
The bridges are located in the Villages of Deerfield, Northbrook, and Palatine. The primary objective of the Phase I study is to develop an improvement plan which minimizes impacts to adjacent properties and environmental resources while also fulfilling all Illinois Department of Transportation (IDOT) and Federal Highway Administration (FHWA) requirements to keep the project eligible for future federal funding opportunities.
This contract is awarded pursuant to a publicly advertised Request for Qualifications (RFQ) in accordance with the Cook County Procurement Code. Strand Associates, Inc. was selected based on established evaluation criteria.
