PROPOSED RESOLUTION
REQUESTING A HEARING OF THE FINANCE COMMITTEE OF THE COOK COUNTY BOARD OF COMMISSIONERS TO DISCUSS THE BILLING, COLLECTIONS AND ACCOUNTS PAYABLE PRACTICES OF THE COOK COUNTY HEALTH AND HOSPITALS SYSTEM
WHEREAS, the Cook County Health and Hospitals System (“CCHHS”), recognized as part of its IMPACT 2020 strategic plan the need to adjust its billing and collection systems to address the changes in national healthcare financing; and
WHEREAS, following the implementation of the Affordable Care Act, the payer mix at CCHHS drastically changed from majority uninsured to majority insured; and
WHEREAS, this change in payer mix required the creation of a new billing and collection system; and
WHEREAS, the billing and collection practices are vital to maintain the fiscal health and stability of CCHHS and crucial for the realization of the System’s strategic plan;
NOW, THEREFORE, BE IT RESOLVED, that the Cook County Board of Commissioners does hereby request that a meeting of the Finance Committee be convened to discuss the billing and collection practices of the Cook County Health and Hospitals System; and
BE IT FURTHER RESOLVED, that Chief Financial Officer and any other pertinent representatives of the Cook County Health and Hospitals System appear before the Committee and be prepared to update the Committee on the billing, collections and accounts payable cycle of the Cook County Health and Hospitals System.
BE IT FURTHER RESOLVED, the Chairman of the Finance Committee of the Cook County Board of Commissioners shall develop an agenda for the hearing in consultation with the Board of Commissioners.
