PROPOSED RESOLUTION

 

REQUEST FOR FINANCE COMMITTEE HEARING ON COOK COUNTY 2016 REVENUE SHORTFALLS CAUSED BY FAILURE OF THE STATE OF ILLINOIS TO FUND STATE GRANTS AND OTHER PAYMENTS

NOW, THEREFORE, BE IT RESOLVED, that the Finance Committee should hold a hearing and accomplish the following:

 

                     (1)                     Have the Chief Financial Officer prepare a report on all state grants and other State of Illinois revenues that impact the 2016 Budget of Cook County.  Such report will include the details of grant programs, the number of people served and the number of employees paid by such grants.

 

                     (2)                     Have the Budget Director prepare a report on what actions can be taken to balance the 2016 budget of Cook County if state support is withheld.

 

                     (3)                     Have the Cook County Health and Hospital System prepare a report on all state related funds owed and what impact nonpayment or late payment will have on the Cook County Health and Hospital System.

 

(4)                     Develop a plan for keeping the 2016 Budget balanced despite the failure of the State of Illinois making essential payments.

 

(5) Have the Cook County State’s Attorney to review and research all existing court orders and consent decrees related to the 2016 Proposed State of Illinois Budget to determine if either they cover payments to Cook County or could be amended to cover payments to Cook County. Further, the Cook County State’s Attorney should research any new cause of action that would cause a Federal or State Court to order payment owed to Cook County. The States Attorney shall report to the County Board as soon as practical.

 

The meeting shall take place on or before February 9, 2016.
